If there were no minimum age, then, like JoMama said, there would TECHNICALLY be no age of consent - BY LAW. However, I believe then that we would have a whole lot of chaos. The age of consent does vary across country (however, whoever said in Spain it's only 12 or 13 needs to read up on their Spanish law - it's a Catholic country, and the laws show it, the age of consent there is EIGHTEEN).
