[Hearts and Stripes]

I am 14. I have food/water/shelter/vet. But my parents wont pay for the dog itself. Crazy, I know. Also, my parents wont take part in adopting it. Just paying for food and the vet. Who would hand over a dog to a 14 year old. I would like a small breed dog. Any advice? Ideas? I live in Colorado. I found free German Sheperd puppies in the paper. They have a phone number. Should I call? Should I ask them if they would give one to me? Should I ask if they could meet me at Starbucks and give me one? But i'm 14 and idk if they are gonna like laugh or get mad at me. = (
