I am a PA certified teacher. I'm not sure what you mean by a Resident teaching certificate.

In PA, if you have a B.A. or B.S., you can go to the area's intermediate unit and apply for an emergency certificate to be a substitute. You can be a long-term subsitute with an emergency certification. A long-term who is placed permanently is paid full rate with benefits. Day -to-day substitues earn less. ($85 in my district, but we are very rural). You can be emergency certified for up to two years. Of coarse, you can only be emergency certified if the district has a shortage of people. In PA, shortages are very field specific and area specific.

People who are just in training to be teachers complete field experience and student teaching. Neither are paid. They are for college credit only.
