also, 'sniper rifle' is any rifle used by a sniper. A sniper is a battlefield role. Whatever gun used, be it an AK, an old Mosin-Nagant, or an M40A3 built by the marine master armorer, they are all "sniper rifles"
You need to learn and understand the basics before you start worrying about 'sniper rifles'
Get a good bolt action rifle in .22LR and start shooting accurately, and all the other answers will reveal themselves as you learn.
