Neutering is usually the best to calm them down. You other problems are a training issue. Be sure to take him on PORPER power walks. He is to be behind and beside you NOT in front of you. Walk him until he is tired. This establishes you as his leader and makes him tired.
When you are in the back yard with him, block him from his favorite place to go over the fence. Take that portion of the fence as yours. Block him with body, a sharpe noise (yelp) and your hand extended. Stay with it until he understands the fence is yours. He will understand pretty quickly but you will have to reinforce it everytime you are in the yard with him.
Practice calling him back to you with a long extended rope or leash. Call and offer a reward (priase or treats) and pull him back. Some times when you call him back, drop to the ground (he will come to see what in the world you are going on the ground) praise him when he comes, do NOT punish him if he does not come.
Takes time, but is doable.
