| That looks like a dirty nozzle on the White lacquer... TEST it on a piece of UNPRIMED plastic or cardboard, and if you get the same problem... it isn't a problem with the primer.
I haven't worked with lacquer in years, but I recall humidity can also cause "orange-peeling"...
