Howdy Fl Gardeners,
First off, EVERY plant needs water, especially while it's getting established after planting. And, I guess I'd need to know if you like to grow annuals (which bloom for a while, like a season, and then fade away) or do you want something more permanent, that you only have to plant once? If you don't mind a little extra work, annuals are always really gorgeous, especially in mass plantings, if you can afford it. They would be things like snapdragons and marigolds, that love the sun. Also, zinnias LOVE hot sunny weather and will bloom for a pretty good spell.
If you want more mileage out of your bucks, go for hibiscus,gardenia, plumbago, and buttercup (alameda). These are more "shrubby," but get bigger every year with more blooms. And my favorite: bougainvilla (it's like a gorgeous climbing vine that comes in fabulous colors). It can REALLY tolerate dry conditions (once established). There's also something called a tipichina (sp?) and it's a bush with gorgeous purple flowers. If you absolutely HATE watering, then probably cactus! Best of luck!
