Can someone tell me what this mean? I'm having a hard time understanding?

The state, of course, is the ultimate arbitrator and represents “the form in which the individuals of a ruling class asserts their common interest.” “The executive of the modern State is but a committee for managing the common affairs of the whole bourgeoisies.” The state used its force and legislation to maintain capitalist-class relations. Struggles that do occur within the state are always class struggles.
