How can I help my mother-in-law if she has been a victim of identity theft by a

family member? What happened is that my future mother-in-law has been a victim of identity theft for the 3rd time by the wife of one of his sons.
This lady opens credit cards under my mother in law's name, she spends money and then the bank sends bills to my in law.
She has been caught and she paid the bills in previous times, but she did it again, she got another card and spent over 1 000 dlls.
This lady kept on doing that since my future mother law is noble and would do anything to keep the family close, but this has gone over the line and my in law wants to take legal action.
They need my help because nobody in her family speak english (they are mexicans with legal papers) except for her son (my boyfriend) and me, but my boyfriend cant help 'cause he works far away and only can come on the weekends.

any advice on what can I do to help them?
