Either don't put things in your trash can that smell meaty and yummy - put them straight in your outside bin.
Or fit your bin with a lid he can't open or put it where he can't get to it.
'Cos even if you teach him not to go through the bin while you are looking, I reckon sometimes the temptation becomes too much if they think no one is watching.
