It depends. If the child is nonverbal, but seems to understand a great deal of what is said to him/her, a portion the PLS-4 may be administered to assess his receptive language. Also, the PPVT (Peabody Picture Vocabulary test) to assess understanding of words, and maybe also the REEL-3 (Receptive Expressive Emergent Language) assesses a child's language abilities through parent/caregiver interview. These are just a few possibilites....
