Because it's social statement not directed to a specific person--he's generallized it to fit any popular/political/world figure.

2. What group does the poet humurously suggest is hard to please?

Not sure, my guess is the 'city fathers' as permission is needed from them.

3. What do you think is "The Lie"

The Lie is the façade that the person of the monument represents or even the false power that the monument is supposed to represent.
