What to do with my dog's injury?

I have two Shepherd mix dogs.
My oldest one is a shepherd/husky mix, and my youngest is a shepherd/rot mix.
This happened back in December, a few months after getting the younger dog. My eldest dog injured his left paw because he plays with rocks and tries what ever he can do to lift them. He developed this odd habit after my family took in the younger dog.
We noticed he was limping, so I took him into the vets. The vet gave him some medicine which really did nothing. Well, it did at first, but I noticed the main thing is that he likes to play roughly with the younger dog which he tries to jump up and push the younger dog down. Because of this he is constantly putting pressure on the injured paw.The vet wants us to keep him off his feet, but we have since found this to be impossible because he is a very active dog. We can't separate the two dogs because the younger dog will become hysterical, start barking excessively, and try to dig himself out of our yard.
I need help badly.
