Help your brother be an adult and guide him into doing this stuff himself. Its the only way hes going to learn. If you tell him to get copies and he still doesn't that is his choice and should accept responsibility. The school probably has a right to at least some of his financial aid, so don't be surprised of that and don't let your brother give up.
The fafsa people just process and answer questions about how to fill out the form.
