First of all, don't get hung up on buying equipment - you can take great photos with just about any camera.

Learn the basics of focus, depth-of-field, shutter speed, and aperture. Photography is all about controlling light.

Read everything you can find on composition - this will go a long way in improving your photos.

If you are going to be doing flash photography, buy a camera that will accept an external flash and then buy the best flash you can get. (Remember, photography is all about light). You will be better off with an inexpensive DSLR and a really good flash than the reverse of that. Expect to spend about $300 on a flash.
