If you're American, use double quotation marks first, for anything that would normally be put in quotation marks--actual quotations, titles of short literary works (stories, poems, songs, one-act plays, single episodes of TV programs), or words in a special sense. Use single quotation marks for any of these that may be INSIDE a quotation: James asked, "Have you read 'The Gold Bug'?" (Notice where the question mark goes, too.)

If you're British, just turn the instructions around: use singles first and doubles for any quotation within a quotation.
