| first, he has to switch over to active duty, or active reserve duty. get released from his National Guard Unit. the next issue will be his rank or job. normally you have to be at least a E-5/Sgt to become a recruiter. see the link I am giving you to fill out the paperwork to request becoming a recruiter:
