The Air Force does.

The Air Force has more than 13,500 pilots.

The Navy only has around 7,500 pilots.

The Air Force also has more aircraft than the Navy does.

The Air Force has 6,013 aircraft.

The Navy has 3,700 aircraft.

The Air Force has twice as many fighters as the Navy does.

Around 900 for the Air Force vs 450 for the Navy.
