I wouldn't say that's "fair" to say. Being civilized doesn't stop the change in alleles and selection, etc. that drives evolution. The timescale of civilization is too small to notice major evolutionary changes in humans anyway. But you sound like you are interested more in social evolution than biological evolution.Since I am not an anthropologist or sociologist I can't help with that.
