If you want to do it the long way, use a different colour for each blob.
Now, I'm not sure how paint shop pro works, but I'm hoping it will be similar to photoshop.
Make the border of dots using a brush tool, in any colour.
Then, make a new Layer, and clip it to the layer of dots underneath (in Photoshop, you Alt+Right Click in between the new Layer and the layer of dots)
Then use the Gradient tool in rainbow hue, and fill it in. As you clipped the layer to the dots, the only colour it will fill in is the dots underneath, and it will be in a rainbow gradient colour.
As I said, I have no idea if this works in PSP, but I hope it is of some help to you.
