Seawalls won't reduce the number of hurricains - that's related to climate.

The real loss of sand is actually due to the damming of rivers and streams that stop the flow of sediment and silt to the sea. The historical sourse of sand for Galveston beaches comes from the Trinity River and San Jacinto Rivers (through Galveston Bay), and the Brazos River, with lesser amounts from the Sabine and Colorado Rivers. All these rivers have dams and control structures that trap sand and silt. The construction of the sea wall.

Lack of sand will allow for more wave energy to reach the sea wall causing erosion of that wall.
