it depends on what nationality are you or what second language/ dialects do you know fluently. if you know english, i think it is easier to learn french, because most words are nearly similar. i am not sure, but i have a feeling that german might be near to french, because of germany is in europe. and languages of countries near to each other usually share some similarities.
russian, on the other hand, would be a totally new language.
japanese, it depends. japanese has 2 ways i think of writing its language. 1 is by the difficult kanji, which is similar to the chinese language. thus, if you know chinese, this would be easier. of course, the pronunciation are different, but the written characters and meaning are somewhat similar, if not nearly the same.
the other way is by pronunciation, which is the common way of studying nihonggo.
