Harsher crate training because of inclement weather?

Both of my dogs were doing REALLY well with potty training. They loved to be outside and rarely ever did their business inside the house for the past few weeks.

Yesterday and today, it's been snowing and they cannot stand to be outside for long. They get wet and cold and they HATE that, so they come inside and do their business.

My question is, is it cruel to keep them in their kennels most of the time (except for meals, small play breaks, and outside potty time) because they refuse to go outside a lot or do their business during inclement weather? I know it's not their fault it's so cold out... but really they need to learn it's not acceptable to do their business inside. Right?

Some advice, please.

p.s. They are about 18 weeks old.
