What is the cheapest way to start a small sustainable community that is as self sufficient as possible?

I am in the process of designing a commune with a small group of dedicated individuals. Obviously there is a limitless amount of things to consider, but I would like to have any views or opinions on how to go about doing this. We would like to start with land, and build everything from there, whilst remaining as self sufficient and environmentally friendly as possible. Any ideas on income, economy, government, sanitation, agriculture, engineering, architecture, sewage, etc are welcome!

I guess a big issue for you will be that government "jobsworth" bodies will try to stop you, so check out everything carefully as to legality and get planning permission before you invest in something and then have to re-do it. Good luck to you all.
