Is it true they are downsizing the navy and air force and trying to expand army and

the marines? I have heard that the navy and air force are overmanned but are they really looking for ways to get rid of sailors and airmen they already have. Also if they are downsizing, are chances of joining one or the other smaller or is it the waiting period being longer the only concern. Thanks in advance for all the answers
