Prior service Navy enlisted man - can I go Officer with my degree?

I'm a former enlisted Navy veteran, I recently got my Associate's in Visual Communications and I'm looking to go back in the Navy as a PAO. My recruiter is trying to get me to go enlisted first then drop a PAO package once I'm in. However, I've been in before and I know how that stuff can get "lost in the shuffle" so to speak. What's the best course of action if I really want to go Officer?
