Was he in the Navy Band? Only way I know to jump the Time In Grade requirement is a special circumstance....very, very rare.....Military bands are one of them. I would say he is um...... lying? Are you sure he was even in the Navy?

The Norm to make an E=7 is at least 10 - 17 years, if I'm not mistaken.

Perhaps he made e-8, left the service and then returned and within 5 years mae e-9. Either that or he is lying.
