Common allergins in dog foods are corn, wheat, gluten, and by-products. If she is itching all over her body, it could very likely be the food she is on. Check the ingredients on the bag and if it contains any of the above ingredients, switch to a better quality food (go to a pet store to find the good foods). The first ingredient should always be a protein like chicken, lamb, etc. and contain none of what I mentioned above. The better food may be pricier, however, you feed them less because there is more nutrition per bite and because more is digested, you have less poo to clean up. It is worth every penny to have a healthy, allergy-free dog.
Also, if your dog food does not contain any of above ingredients, the next question would be, how often do you bathe her? Bathing too often depletes their natural oils and cause dry skin and itching (some breeds are more suseptible than others). Try to only bathe on a monthly basis and if you must do it more often, brush your dog often, this will stimulate the oils and produce more. Good luck!
