Skin Allergy (Rashes on skin)?

I am suffering from skin allergy for last 6-7 years, when I was 18. I don't know whether it is food allergy or something else. I got treatment for 1 year but it didn't work. Now I m taking a medicine containing Certirizine Dihydrochloride 10 mg.
First I was taking this medicine once in three days. Then after sometime, I read in internet and started to take it once daily for one month. Now one month has been passed and I am taking once in two days. But rashes and allergy is still continue and can happen any time any where in my body.
Whenever I sit on chair and keep my hands on my legs, then after sometime rashes will be on my legs. Whenever I use scissor to cut hairs on my face, it will become red.
I want to mention one more thing, I am suffering from constipation since my childhood. Whenever my stomach gets constipated, allergy will definitely.
Help, if you can. Suresh
