Probably a cold. Normally allergies cause watery eyes and sniffles but not congestion.

You could have either.
Usually with allergies you also get a runny nose, teary eyes, itchy ears, post nasal drip, sneezing, headaches.

You may have beginning of cold.
For either, take Vit. C 2000mg every 2 hours to lessen inflammatory symptoms & to build up immune system.
Use saline nasal spray several times/day. Use moisturizer in your nostrils to prevent germs from getting in your system.
Drink at least 8 glasses of water/day.

Feel better.
