Allergy medicine that helps chest congestion??

My boyfriend has pretty bad allergies all around but he doesn't like taking medicine because it dries out his nose and throat. But recently he started getting really congested too and doesn't sleep very well because he is coughing so much. Is there a good medicine for that (related to allergies)?

PS: The medicines that I KNOW for sure he has tried already are Claritin, Sudafed, Benadryl, and one other that I cant remember the name of it.

Breathing in hot steam for about 10 minutes before sleeping helps.

Also find something to put between the mattress and box springs to raise the head of the bed at least 8 inches, making the mattress slope. That puts his head higher than the rest of his body which can help with breathing problems.

The coughing could be from COPD, so the raised head while sleeping would be a BIG help. But don't just use more pillows as that doesn't raise the rest of his body into an angle from the hips to head.

IF the raised head helps then he needs to be checked for COPD! The link below gives info on COPD (which you can get from more than smoking).
