Sick baby or Formula Allergy/Intolerance?

Hi - my son has been on formula since 6 mths (Dec 25th) as he refused the breast. Since the middle of Jan, he has a had a really back "cold" - runy nose, congestion, cough - but nothing in the chest or anything concerning to his doctors. It cleared up for 7 days at the end of Feb, but has been back for 31 days without signs of letting up.

My question is that he is fin when he wakes up bu during hs first bottle, he gets really congested, nose starts to run. And 5 min after bottl, nose runs thick nd green for a few minute and he is congested the rest of the day. I have trieddifferent type of formula including hypoallergnic (nutramigen).

Has anone experienced this before o have any suggstion. He has been to his pediatrician, family doctor, nutritiona specialist and 2 walk in doctors and everyone says its just a cold.
I apologize for the poor typing but my keyboard batteries are running out (its wireless)
