Roberts, of Gillett, Wisconsin, was sentenced to 4 years in federal prison March 2, 2007, for filing for and receiving VA disability benefits. In an "Alice in Wonderland " prosecution orchestrated by the VA Office of the Inspector General, (VA IG), the Office of the VA General Counsel and members of the staff of the Secretary of Veterans Affairs, a complete end run around normal VA laws, regulations and procedures was accomplished. Message from the Top As we go into summer, the economic news just continues to get better. The Commerce Department reported new-home sales soared in April, an unexpected surge marking the biggest climb in 14 years! The Bureau of Labor Statistics (BLS) of the U.S. Department of Labor reported unemployment in April fell to 4.3% from 4.5% (there is a one month lag in reporting, so April numbers came out on May 30th). Unemployment rates were lower in April than a year earlier in 226 of the 369 metropolitan areas, higher in 120 areas, and unchanged in 23 areas, today. Forty-six metropolitan areas registered jobless rates below 3.0%! With normal unemployment being 5.0%, the country is continuing to face a critical labor shortage. Additionally, the BLS reported the number of mass layoff events decreased as did the number of associated initial unemployment claims. At VetJobs, we have seen the average number of jobs being posted rise from 12,000 jobs per day to around 21,000 jobs per day. Employers are fe eling the labor shortage and are being compelled to advertise! This is good for veterans and their family members! All of this economic news is positive if you are a candidate looking for a job. But even in a tight labor market, to be employable, you need to have the skills that are in demand. That may mean retooling on your behalf, going back to school or taking additional training programs. Skill sets have changed after each recession in our country's history. So you need to constantly be learning to be able to be employable. In June, we celebrate the following special days: June 6 - D-Day June 14 - 232nd Army Birthday June 14 - Flag Day June 17 - Father's Day June 21 - First day of summer If you meet an Army person this month, say Happy Birthday! D-Day was the turning point in World War II. June 6, 1944 saw the start of the largest air and sea operation in military history. On D-Day, the Allies landed around 156,000 troops, of which 73,000 were Americans. The amount of equipment used was staggering. In the airborne landings on both flanks of the Normandy beaches, 2,395 aircraft and 867 gliders of the RAF and USAAF were used on D-Day. Operation Neptune involved huge naval forces, including 6,939 vessels: 1213 naval combat ships, 4,126 landing ships and landing craft, 736 ancillary craft and 864 merchant vessels. Some 195,700 personnel were assigned to Operation Neptune: 52,889 US, 112,824 British, and 4,988 from other Allied countries. By the end of 11 June, 326,547 troops, 54,186 vehicles and 104,428 tons of supplies had been landed on the beaches. There is no "official" casualty figure for D-Day. Total Allied casualties on D-Day are estimated at 10,000, including 2,500 dead. British casualties on D-Day have been estimated at approximately 2,700. The Canadians lost 946 casualties. The US forces lost 6,603 men. On June 6, take time to reflect on what took place on the beaches at Normandy and appreciate the sacrifice made by so many. Scammers Targeting Military Families Again The American Red Cross has warned military families to beware of a scam in which callers tell family members their service member has been injured in Iraq, with the apparent goal of getting the service member's Social Security number and date of birth. Several people have reported to different groups that they have received such phone calls, said American Red Cross spokeswoman Devorah Goldburg. Goldburg said National Guard Bureau family program officials felt strongly enough about their concerns to put out a notice to the field shortly before Memorial Day weekend. Red Cross officials said that in one case described to them, a young-sounding woman with an American accent called a military spouse and identified herself as a representative of the American Red Cross. The caller told the spouse her husband has been hurt while on duty in Iraq, and was medically evacuated to a hospital in Germany. The caller then told the spouse they couldn't start treatment until paperwork was comp leted. In order to start the paperwork, the caller claimed, they wanted the spouse to verify her husband's Social Security number and date of birth. This spouse caught on quickly and did not provide the information which can be used to steal a person's identity. Among other things, thieves can set up credit card accounts and run up high bills without the family's knowledge. It is a federal crime, punishable by up to five years in prison, for a person to pretend to be a representative of the Red Cross for the purpose of soliciting, collecting, or receiving money or material. Additionally, the Stop Terrorist and Military Hoaxes Act of 2004 makes it a criminal offense to convey false or misleading information about the status of a service member during a time of armed conflict. Fines can be imposed and violators can face up to five years in prison. If a serious injury occurs as the result of a hoax, possible jail time is 20 years. If a death happens because of the hoax, the violator could face a life sentence. 5. Nonprofit Cuts Student Loan Interest for Troops A student loan company plans to stop charging interest on military troops' loans while they're deployed. Iowa Student Loan Liquidity Corp. says any member of the U.S. armed forces who has a private loan with the nonprofit corporation won't have to pay interest while deployed to war. Spokeswoman Laurie Bever said troops can receive the interest break for up to two years, and the offer is retroactive for troops who have returned from deployment since Sept. 11, 2001. They will get a credit for interest already paid, Bever said. The offer, called the Armed Forces Interest Reduction Program, will cost Iowa Student Loan as much as $500,000 between now and December 2008. Iowa Student Loan, which earned $121 million profits over the past four years, is the largest college loan provider in the state. 6. Replacing Your DD Form 214 If you are a veteran or next-of-kin of a deceased veteran, you can order a copy of your DD Form 214 from the National Personnel Records Center's online military personnel records system at http://www.archives .gov/veterans/ evetrecs/ index.html. The web-based application is designed to provide better service by eliminating mailroom processing time. All other requests for replacement copies are made by submitting a Military Records Request (SF 180) to the National Personnel Records Center, Military Personnel Records (NPRC-MPR). Complete information for submitting requests can be found on the NPRC-MPR website. If you do not have access to the website or SF 180, you can submit your request in writing. Include your complete name, social security number, branch of service, dates of service, place of discharge, return address and the reason for the request in your correspondence. 7. Correction on Claims Fixers Last month's Veteran Eagle had an article about Claims Fixers. Some of the information was incorrect. Here is the correct information: Claims fixers are fairly common in some countries overseas. These individuals travel from village to village looking for veterans and survivors of veterans. They offer to help individuals prepare claims to the VA; in return, they charge either a fee or demand part of any retroactive benefits VA awards. Quite often they talk claimants into signing a blank application form. The fixer may submit fraudulent evidence with the claim to VA. Most fraudulent claims are eventually identified by VA. Claimants are responsible for the claims that they, or their agents, submit to VA. VA starts an investigation once apparent fraud is identified. If VA concludes that fraud occurred it may proceed several different ways. -It may handle the fraud administratively by creating an overpayment and attempting collection; -If the claimant maintained a residence or was domiciled in the United States or its territories at the time the fraud was committed, and the fraud resulted in an overpayment over a certain amount, or the fraud was committed by a Federal employee, the case could be turned over to the local US Attorney for prosecution; or, -If the claimant lived overseas at the time of the fraud, VA may chose to forfeit the individuals' entitlement to all benefits from VA. Prior to September 1959, forfeiture could be used in any case where it was shown that a veteran or survivor committed fraud, regardless of where the individual lived. The law was changed in 1959 to apply only to fraudulent activity occurring while an person lived outside the US. See 38 CFR 2.900 et seq. Reference: 38 CFR 3.900 et seq. 8. New VA Clinics Secretary of Veterans Affairs Jim Nicholson on has announced plans to open 38 new clinics in 22 states. The new facilities, called community-based outpatient clinics, or CBOCs, will become operational by October 2008. Local VA officials will keep communities and their veterans informed of milestones in the creation of the new CBOCs.
