Do you think that veterans are more qualified workers?

I work for a large company and we began a new project. The company a hired recruiter to find a veteran for this position. The guy we hired was a pilot in the army. He doesn't have a degree. He is in a management position that it takes other people in the company years to obtain. In this position he is expected to hire employees, prepare budgets, project results and present information about the project on serveral occasions. In his first interviews he asked if the guy was married and if he had any kids. He makes decisions and commits to things without considering the financials aspects. He has made some ignorant decsions and usually someone else has to correct or try to ammend what he has done. Fortunately, he has hired some other people under him to make him look good. He likes to say"Well, in the military we did this". It seems like it's hard from to switch from military thinking to business thinking. Can military service qualify a person for all jobs?
