We are placingour national security at enormous risk if we do not soon act to correctthese crucial shortfalls." You cannot sustain the combat capability of the present sole superpower(and the only one in the foreseeable future that will be absolutely devotedto democracy) without investing at least 4% of GDP in defense. And, youneed to invest more than that when you are engaged in sustained combat thatconstantly stresses personnel and degrades equipment at a greatlyaccelerated rate.
