You cannot sustain the combat capability of the present sole superpower(and the only one in the foreseeable future that will be absolutely devotedto democracy) without investing at least 4% of GDP in defense. And, youneed to invest more than that when you are engaged in sustained combat thatconstantly stresses personnel and degrades equipment at a greatlyaccelerated rate.
