Active Army vs Army National Guard?????

A friend has already passed BCT and AIT, which is infantry school, he doesn't know what to do; an active army staff sargeant told him that in the active army you would get faster promotions than the army national guard. He wants to rank up fast, and he wants to chose the one that will actually get him a high rank, fast. Which one is better?
