which is better army rotc or navy rotc?

Well I prefer the Army.

If the choice was being a lieutenant in the Navy or the Army I'll take the Navy since a Navy lieutenant is an O-3 the equivalent of a captain in the Army, AF and Marines.

FYI the nave calls there version of second lieutenants "Ensign"
