That's an interesting solution to what appears to be the inevitable problem of a future increase in sea levels.
However, I'm an inventor and I've already registered my plans for solutions to the global flooding problem:-
Plan A - We build a low watertight wall around the Sahara Desert to keep in the rain and stop it escaping to the sea. This will irrigate the desert and create an African Prairie, making countries like Mali and Chad as rich as Nebraska and Kansas.
Plan B - We build a canal joining the North Sea to Britain's disused coal mines and simply allow the water to drain away. This plan would be financed by creating a massive underground Disneyland and Casino below the streets of Newcastle and Durham, running on hydroelectric power generated by the underground rivers and waterfalls.
Plan C - I don't want to tell you this one, 'cause you might laugh at it.
