Biology question?

Is there a responsibility in the medical community to ensure that all segments of the population have access to genetic tests, not just those who actively seek them? Are there some genetic tests to which everyone should have unfettered access? Are there some tests or circumstances where no one
is treated unjustly if access is determined by ability to pay?
