Best explained by giving an example.
Suppose that you are looking at the effect of temperature on yhe activity of an enzyme.
Temperature - the variable which you control is called the INDEPENDENT VARIABLE.
Enzyme activity, the variable which you measure, is called the INDEPENDENT VARIABLE.
In order to make the experimnt a fair test you need to make sure that all other variables are kept constant - in this case you need to make sure that things like volume, ph, concentration of solutions etc are all kept constant - these are the CONSTANT VARIABLES.
