University North Carolina Chapel Hill Marine Biology Waiver?

I live in Tennessee, and no marine biology programs are offered in the state. I have heard that if no colleges or universities offer what you want to major in, you can get a waiver and go somewhere and get in state tuition. I am wondering if UNC Chapel Hill offers this. Thanks so much!
