Do u know the name of this book?

It is bout a girl who has foster parents named karen and kevin. she doesn't like them, and then they send her to their parents house fr vacation. she doesn't feel included, and finds comfort in the ocean. she won't go in, but sits on a big rock and stares out at the ocean. in the end, she gets happy and all of a sudden allows herself to be included in the family. can u help me find the name? by the way the girl's name is elizabeth.
