In the Y!A book, what EXACTLY is considered chatting?

I still do not know what "chatting" mean in the Y!A book. Expiecially in Polls and Surverys, You ask a Poll and they consider it chatting. You ask a Survery they consider it chatting. Isn't Y!A chatting anyway?
