Question about the movie and book "Holes" by Louis Sachar?

hey everyone

to those who are familiar with the book and movie.......is it implied that Sam the onion peddler is Madam Zeroni's son that she says is in America??? Otherwise how did the Zeronis get from Latvia to US and Hector (aka Zero) to Camp Green Lake?
