children to work in full time employment, which is supposedly 'wrong'?

you are not classed as an adult until you are 18 years old, but in the UK 'children' who leave school at 16 are allowed to begin full time employment.
I thought that allowing children to work in full time employment is illegal or seen as wrong?

We aren`t in Victorian times now, 16year olds work full time and get paid accordingly.

I dont know the rules in the UK. Maybe they are different there than in the United States
