Can someone have chemistry without really knowing the other person?

I was in a situation where I saw the guy a lot but I only talked to him in passing and once or twice other than that. But it seemed that we had chemistry. Is it possible to have chemistry with a guy without knowing him personally?
I'm saying as in you feel like you were made for each other.
