Temperature is a measure of the movement of the atoms in something: more movement = more heat. At 0 K, absolute zero, there is no movement in the atoms. There cannot be less than no movement, so the temperature cannot drop any more.
When you hold a snowball, the energy in the form of heat from your hands is transferred to the water of the snow. This makes the water warmer, some of it to the point where it melts. I believe this type of heat transfer is called conduction, but don't quote me on that.
