yes you can, TSP is available to any government employee, that includes military. although you may not be able to manage the stuff until you get out of all your training. TSP is a great retirement plan, once you enlist and you get mypay access (a website where you can see your military paychecks online), you can put the percentage of your paycheck you want to contribute.
