...water? I live in Ohio and was curious if you could do it if you aren't technically on "The Coast". Also, how does it work as far as can I still go to college and do it?

All of the major rivers and lakes are patrolled by the Coast Gaurd as well. My ex was in the CG and was stationed in Louisville Ky.
