With regard to the spy satillite the Navy is going to shoot down, who and what

was it spying on? What kind of information does it contain? Will we be able to salvage anything from it? What could it possibly contain that would justify putting it up and putting so much in jeopardy (hitting earth and killing people or letting out gases that could kill or cause illness) if it failed, as seems to be the case.
